Family-owned Cameron Homes seeks your views on proposals for residential development on land south of Boulters Lane and east of Lewis Avenue, Wood End.

Location Plan 

The Site

The site is currently open grassland extending to approximately 3.8 hectares.

The site is located on the eastern edge of the village of Wood End. Existing properties are located to the west, south and north. Boulters Lane lies to the north of the site and to the east is open countryside. The Wood End Leisure Park is located further to the east of the site.

There are a number of constraints to consider as part of the development:

  • Hedgerows and hedgerow trees are located along the site’s northern and western boundaries.
  • The amenity of existing residents adjacent to the site, including residences along Tamworth Road, Lewis Avenue, Delves Crescent and Boulters Lane.
  • Proximity to the public right of way to the east (T67).

There are a number of opportunities present as follows:

  • The majority of existing hedgerows can be retained and strengthened.
  • Provision of a range of homes to meet local and Borough needs.
  • Delivery of new publicly accessible open space can be provided within the site providing an appropriate transition from the village to the countryside.
  • Opportunity to deliver biodiversity enhancements through the creation of new habitats and green spaces.
  • Potential improvements to public transport, services and facilities would be secured through planning obligations.

Policy Context

Government Policy

The Government requires local planning authorities to have an up-to-date local plan to shape how land use and places will change and develop in the future. The planning system is intended to be genuinely plan-led. Local plans are required to provide a positive vision for the future of each area; a framework for addressing housing needs and other economic, social and environmental priorities; and a platform for local people to shape their surroundings. Local plans must support the delivery of enough homes to meet housing needs. Housing needs for a particular local authority area are established through a standard formula set by the Government.

The policies in the adopted North Warwickshire Local Plan in respect of the supply of homes are now considered out of date as the North Warwickshire Borough Council are not able to currently demonstrate a sufficient supply of housing to meet local requirements. There is therefore a pressing need to bring suitable sites forward now to help address this housing shortfall.

North Warwickshire Planning Policy

The North Warwickshire Borough Council Local Plan 2021 sets out the vision and spatial planning strategy for North Warwickshire and allocates sites for new homes and employment land needs up to 2033.

The Local Plan Policy LP2 identifies Wood End as a Category 4 Settlement. In this instance, development directly adjacent to settlement boundaries may be acceptable considering its merits.

Policy LP7 of the Local Plan seeks to provide a variety of types of tenures that reflect the needs of the Borough including homes for those with mobility issues, for older people; for young people and plots for custom / self-builders.

Cameron Homes has recently constructed 26 dwellings on the adjacent site at Lewis Avenue. That site was allocated for residential development in the adopted North Warwickshire Local Plan (Allocation H17).

The Council is in the early stages of preparing a new Local Plan. The Council’s Regulation 18 Local Plan consultation document anticipates submission of the new Local Plan to the Secretary of State in late Summer/ Autumn 2026.

The Previous Application

This site has been subject to a previous outline application for 145 dwellings which was refused at appeal in April 2020 (application reference: PAP/2018/0762). The appeal related to development across both this site and the adjacent site at Lewis Avenue (now constructed).

The previous scheme was dismissed on the basis that at that time the Council could demonstrate a sufficient supply of homes and there was no need for additional dwellings in Wood End.

What is proposed by Cameron Homes?

Homes

The proposal includes the construction of approximately 70 homes ranging in size to meet the needs of first-time buyers, couples and families.

The housing mix includes a range of detached and semi-detached properties. Affordable housing will be provided in line with the relevant North Warwickshire policy requirement (40%).

Each proposed dwelling will have on-plot car parking with a minimum of 2 spaces for every property. This includes the provision of garages for some of the 3 bed properties and all of the 4 bed properties. All homes will be built to the latest building regulations and will be designed to be energy efficient. In addition, all homes will be provided with Electric Vehicle chargers.

Access

It is proposed to access the site via a new priority T-junction onto Boulters Lane. The proposed point of access is shown on the Google Streetview Image below.

Open Space

A new central area of public open space is proposed opening out to the open countryside to the east.

The area of open space will include soft landscaping and planting and will be overlooked by the proposed new homes.

All trees and hedgerows will be retained wherever possible and there will be new tree and hedgerow planting throughout the new development.

Drainage

Any application would be supported by a Flood Risk Assessment and drainage strategy.

The development proposal would seek to utilise Sustainable Drainage Systems (SuDS) in developing the most appropriate drainage strategy for the site.

Local Infrastructure

Subject to discussions with the Local Planning Authority, on site provision and/or financial contributions may be provided towards local infrastructure to mitigate any impact of the development. These contributions will be secured through a legal agreement. Any on site infrastructure or off-site financial contributions will be finalised through a future planning application following discussion with North Warwickshire Borough Council and other infrastructure providers.

 

Biodiversity Net Gain Site

The land directly to the east of this site is a Biodiversity Net Gain Site (Habitat Bank), which is to be sown with wildflowers and new native woodland and hedgerow planting. The Biodiversity Net Gain site will be unaffected by Cameron’s development proposal.

What is the Design Approach?

The design of the proposed layout has been developed to respond to the identified constraints and opportunities including the presence of trees and hedgerow habitat, new vehicular access via Boulters Lane, long-distance views of the site and the need to respect the amenity of residents, including existing neighbours at Tamworth Road, Lewis Avenue, Delves Crescent and Boulters Lane.

The key design principles are as follows:

  • Inclusive access to enable residents to move around comfortably without encountering obstructions.
  • Provision of a layout arrangement within the site to foster low speed vehicular movement.
  • Provision of a variety of house types and sizes to contribute positively to the quality and character of the new development and reflect the local vernacular of Wood End.
  • Achieve good quality architectural and public realm detailing through use of good quality materials and to create a distinct character for the development.
  • Ensuring homes have on-plot and integral parking to reduce the need for street parking.
  • Retention of existing trees, vegetation and habitat features where possible and provision of a new village green, landscaping and tree planting to soften visual impact of development and create a transition to the countryside.
  • Potential connectivity to the adjacent recently completed Cameron Homes development at Lewis Avenue.

Design and Character

Cameron Homes is committed to the highest quality of design and detailing in all of its developments. It is acknowledged that good quality architectural and public realm detailing is intrinsic to delivering a quality development.

In particular, the elevation design and architectural detailing will pay particular attention to the following:

  • Variety of architectural styles and variability of roofscapes that will be complementary to the local vernacular of Wood End (similar to that delivered at Lewis Avenue).
  • A range of enhanced architectural detailing, such as window bays, gable features and plinth details.
  • A variation in massing will seek to provide the development with an interest to users and visitors reflective of the character of Wood End.
  • The proposal aims to strike a balance between designing homes in response to local architecture and character and also creating an attractive, modern development in its own right with a clear structure and identity.

Scheme at Lewis Avenue

As previously stated, Cameron Homes has recently constructed 26 dwellings on the adjacent site at Lewis Avenue. That site was allocated for residential development in the adopted North Warwickshire Local Plan (Allocation H17). The below photos are of the completed site. The proposed development on land off Boulters Lane will follow a similar architectural style to that delivered at Lewis Avenue.

What happens next?

We will consider all the feedback and suggestions as part of this consultation and use them to help shape the proposals for this site. A full planning application will be submitted to North Warwickshire Council in Spring 2026. North Warwickshire Council will undertake a further consultation once an application is submitted.
